Online Dispute Resolution and Digital Government

 

Funders

The Commonwealth of Massachusetts Information Technology Department (ITD). The ITD under the Executive Office for Administrationand Finance, has the responsibility to set information technology standards; review and approve secretariat and department information technology strategic plans; be involved in the planning, design, and operation of information technology systems; manage central information technology systems, as well as the Commonwealth's mailing operations.

The National Science Foundation Digital Government Program. The Digital Government Program funds research at the intersection of computer information sciences and government information services, with the goal of bringing advanced information technology to the government information services, with the goal of bringing advanced information technology to the government information community.

The National Mediation Board (NMB). The NMB, established by the 1934 amendments to the Railway Labor Act of 1926, is an independent agency that performs a central role in facilitiating harmonious labor-managment relations within two of the nation's key transportation modes - the railroads and airlines. Pursuant to the Railway Labor Act, NMB programs provide an integrated dispute resolution process to effectively meet the stautory objective of minimizing work stoppages in the airline and railroad industries. The NMB's integrated processes specifically are designed to promote three statutory goals:

  • The prompt and orderly resolution of disputes arising out of the negotiation of new or revised collective bargaining agreements;
  • The effectuation of employee rights of self-organization where a representation dispute exists; and
  • The prompt and orderly resolution of disputes over the interpretation or application of existing agreements
